How about playing up the "tough love"/"life ain't fair" angle? Ahem:
We are writing to notify you that your application to work on the
PostgreSQL project via Google's Summer of Code has been rejected. We
would apologize for this and assure you that your app was top-notch but,
frankly, learning to cope with rejection is a valuable life skill and
the sooner you learn it, the better. Further, since you were not
accepted, you have to deal with the knowledge that there were, in fact,
applications that were better than yours. This doesn't mean that we
can't still be friends. Feel free to drop by the dev list and
participate, sans formal sponsorship.
